If your computer is not starting and the Microsoft logo flashes on and off before shutting down, it could indicate a problem during the boot process. Here are some steps you can take to troubleshoot the issue:

    1. Check Hardware Connections: Ensure that all cables and peripherals are securely connected. Disconnect any external devices that are not necessary for startup.
    2. Boot into Safe Mode: Try starting your computer in Safe Mode. To do this, restart your computer and repeatedly press the F8 key until the Advanced Boot Options menu appears. Select "Safe Mode" and see if the computer starts successfully. If it does, you may need to troubleshoot drivers or software that could be causing the issue.
    3. Recovery Options: If Safe Mode does not work, you may need to use recovery options. You can access the Recovery Console to attempt repairs or restore the system to a previous state.
    4. Check for Hardware Issues: If the system does not boot into Safe Mode, there may be a hardware issue. Check for defective devices, cabling problems, or connector issues. Remove any recently added hardware and try restarting the computer.
    5. BIOS Phase Check: If the startup process seems stuck, check if the system has passed the BIOS phase. Disconnect external peripherals and observe the hard disk drive light. If it does not light up, there may be a hardware problem.

If these steps do not resolve the issue, you may need to seek further assistance or consider professional repair options.

Hello Brad Peckler [CCDHB], welcome to Microsoft Q&A forum.

I noticed the AI-generated steps above are general PC troubleshooting and may not work on Surface Pro devices. For me to understand the situation completely and help you best, could you let me know a few details?

    • Which Surface model you have?
    • Did this start after an update or suddenly?
    • Does the original Surface charger show a steady white LED when plugged in, or does it blink / stay off?

I’ll wait for your reply with the requested details so we can continue.
