Unable to renew App Service Domain for Static Web App: Subscription is not eligible to create an App Service Domain

I currently have a static web app with an App Service Domain that is about to expire. When I try to renew the domain I get an error: Subscription <subscription-id> is not eligible to create an App Service Domain.

My subscription plan type is Azure Plan with an active credit card.

The resources was setup last year where I was able to create the App Service Domain on the same subscription.

How can I fix this issue?
