Ah yep classic Adobe , could be Driver Signing Enforcement blocking it , DEP/Mem Integ.
Stoppoed working out of the blue? Id check if you have the VC++ redists. But surely you would have already had them by the sounds of it unless you've upgraded Windows or you're on a different machine.
Also you might have updated one of your drivers that is no longer compatible with the rendering engine expecting certain DirectX functions. I don't know if you've tried a heap of things and it doesn't work.
The next thing I would do is try a virtual machine if you are so inclined that way, or maybe even compatibility mode, or if you're really desperate to switch off the advanced security settings but I probably wouldn't recommend doing that.

Elements 15 is from 2016 and may not fully support Windows 11. If these don't work, consider upgrading to a newer version.
You may try:
Open Device Manager > Display adapters > Update driver
Download latest Visual C++ Redistributables from Microsoft, install, restart.
Right-click program > Properties > Compatibility > Try Windows 8 mode.
Reinstall the app to check.
