Compute reservation is not applied to my VM

Hi ,
Yesterday 30/11/2025 I I upgraded the size of my VM from F8s_v2 to D8ads_v5 to get more memory. I had a 3 year reservation in place to reduce the cost of the VM. After the upsizing I "Exchanged" the reservation to one that covers the new size. I checked today and the reservation doesn't seem to be applied to the VM as yet. We only have 1 VM in our subscription
These are the details of the VM
Size: Standard D8ads v5 (8 vcpus, 32 GiB memory)
location: Australia Southeast
Subscription: A1
these are the details of the reservation
Region: Australia Southeast
Product name: Standard_D8ads_v5
Scope: Shared
Subscription: A1
Status: Succeeded
Instance size flexibility is set
The instance size flexibility states this
Apply the reservation discount to following VM sizes in Australia Southeast region:
Standard_D16ads_v5 (16 vCPU, 64 GB) Standard_D2ads_v5 (2 vCPU, 8 GB) Standard_D32ads_v5 (32 vCPU, 128 GB) Standard_D48ads_v5 (48 vCPU, 192 GB) Standard_D4ads_v5 (4 vCPU, 16 GB) Standard_D64ads_v5 (64 vCPU, 256 GB) Standard_D8ads_v5 (8 vCPU, 32 GB) Standard_D96ads_v5 (96 vCPU, 384 GB)
Discount is applied using the instance size flexibility ratio. Reservation benefit applies to classic VMs and cloud services only if instance size flexibility is selected.
I think everything is right but I don't know why the reservation states 100% unused. I;m concerned I'm going to be charged at the full rate for the VM.
I need help finding why and making sure the reservation is applied to my VM

After resizing a VM and exchanging a reservation, Azure can take up to 24–48 hours for the utilization data to refresh. During this period, the reservation may show as 100% unused, even though it is correctly configured. This is expected behavior and does not necessarily mean you will be charged at the full pay-as-you-go rate.
Key Checks and Recommendations
- Utilization Check: Check the utilization percentage after 24–48 hours. If it still shows 100% unused, the VM may not be contributing to reserved hours.
- Instance Size Flexibility: Flexibility is enabled, which allows the RI to apply to other sizes in the same family. Any configuration or scope change can temporarily affect utilization.
- Scope Confirmation: Your reservation is Shared, meaning it can be applied across subscriptions in the same billing account. Ensure the VM’s subscription matches the scope. If you want it to apply only to this VM, consider setting scope to Single → A1 subscription.
- Resource State: The VM must be running to consume reserved hours. Stopped or deallocated VMs do not count toward RI utilization.
- Monitor Usage: Allow up to 2 days after an exchange for the usage data to stabilize.

On checking with billing support engineer it is confirmed that no reservations have been purchased for the D8ads v5 virtual machine, resulting in charges being applied at Pay-As-You-Go rates, while the Base VM charges remain at $0.
