The keyboard and mouse stop working only in the Windows Recovery Environment, not on the Windows Hello sign-in screen. This issue started after the October updates. Microsoft has already fixed the problem in the latest Windows 25H2 update (OS Build 26200.7171). Please check your version by typing winver in the search bar and make sure your PC is updated to this build.
If you're running the latest version of Windows 11, try these troubleshooting steps.

If the Keyboard is recognized after a reboot, you can try disabling the 'Fast Startup (Recommended)' setting in the Control Panel.
- Open the Control Panel.
- Select Power Options > Choose what the power buttons do > Change Settings that are currently unavailable > Uncheck 'Turn on Fast startup (Recommended) > Click Apply and save changes.

If you're having problems, reinstall the Keyboard drivers.
- Open the Device Manager.
- Expand the arrow next to Keyboards.
- Right-click your default keyboard driver, select Uninstall device, select the Attempt to remove the driver for this device check box, and then select Uninstall.
- Once uninstalled, restart your PC.
(Windows will automatically reinstall the drivers for your PC during this restart).
