Even though I enabled Azure Pay-As-You-Go and linked all my environments to the Copilot Studio billing plan, it’s still showing this error.

This agent is currently unavailable. It has reached its usage limit. Please try again later.

If you are receiving the error message "This agent is currently unavailable. It has reached its usage limit. Please try again later," even after enabling Azure Pay-As-You-Go and linking your environments to the Copilot Studio billing plan, it may indicate that your agent has reached its message capacity or the pay-as-you-go meter has hit its limit.

To resolve this issue, you can take the following steps:

    1. Confirm your licensing and capacity model: Review the quotas and limits for the plan you are using and compare it against your recent usage. If you have reached the limits, consider purchasing additional capacity packs or switching to a pay-as-you-go billing plan.
    2. Wait for a reset: Sometimes, the limits reset after a certain period, so waiting a few minutes may allow you to use the agent again.
    3. Contact Microsoft Support: If the problem persists, you can reach out to Microsoft Support to request assistance or a rate-limit increase, although this is subject to review and approval based on your eligibility and current licensing.

Make sure to check your Copilot Credit consumption in the Power Platform admin center to understand your usage better.

    Hello Mirza Samad,
The persistent “This agent is currently unavailable… usage limit” error occurs in Copilot Studio because usage quotas, credit consumption limits, and throttling rules still apply even when Azure Pay-As-You-Go is enabled. PAYG ensures billing continuity but does not remove operational caps such as per-minute/hour request limits, session caps, environment-level credit quotas, or Azure spending caps.

To resolve the issue, admins should verify PAYG billing linkage, review Copilot Credit consumption, check for agent-level limits, and ensure no spending caps block usage. Capacity can be restored by adding prepaid credit packs, increasing PAYG quotas through Azure support, optimizing costly agent operations, or waiting for throttles to reset. Monitoring usage in Copilot Studio Analytics and assigning proper licenses helps prevent future disruptions.
I suggest you to have a look at the official billing information: https://learn.microsoft.com/en-us/microsoft-copilot-studio/requirements-messages-management and https://learn.microsoft.com/en-us/microsoft-copilot-studio/faq-billing-licensing
