Thank you for sharing your question. I understand why you're annoyed that you can't switch off SafeSearch. It's a pain, especially when you're an adult and not in a family group. Here's why this be happening based on my knowledge.
Wrong age on your Microsoft account. If it says you're under 18, SafeSearch turns on.
Family group link. If your account is still connected to a Microsoft Family group, the group manager might have locked SafeSearch.
Browser/device settings messing things up. Sometimes, settings on your browser or device can override Bing and force SafeSearch to Strict.
Microsoft policy in your area In some places, Microsoft turns on SafeSearch because the local rules say so.
Here's how to fix it
Check your age on Microsoft Head to account.microsoft.com/profile and make sure your birthday is right (says you're 18 or older). Fix it if it isn't.
Look at your Family settings. Go to family.microsoft.com and check you're not in a family group. If you are, leave it, or ask the manager to turn off web filtering.
Change SafeSearch on Bing, Log in to Bing.com. Click the gear (Settings) > SafeSearch. Set it to Off or Moderate.
If it doesn't save, delete your cookies, or try a private/incognito window.
Check browser settings, In Microsoft Edge, go to Settings > Privacy, search, and services and reset everything to the default. Turn off any extensions that filter content or antivirus web filters for a bit – they might be forcing SafeSearch.
