Windows Security pop-ups often occur when the app detects a potential threat or needs your input, but a frozen one suggests a temporary glitch in the app or system resources. 

    To help you further, could you share: 

    • What is your Windows version? 
    • Do you see any error code pop up?  
    • Does it happen randomly or just for some specific application? 

    In the meantime, please consider trying my suggestions and let me know anything new from it:  

    Press [Ctrl + Shift + Esc] to open [Task Manager] > Find the process named [Windows Security] or [Windows Security Notification] (it might be listed under Background Processes) > Right-click it > select [End task]. 

    Open [Settings] > [Apps] > [Installed apps] >  Search for [Windows Security] > Click the three-dot menu next to it > select [Advanced options] >  click [Repair] (or [Reset] if [Repair] doesn't work). 

    Press Win + R > type services.msc > find "Windows Security Health Service"> right-click [Restart]. 

    • Open [Command Prompt] > [Run as an Administrator] > Press [Enter] after each command 
      • Run the DISM tool: DISM.exe /Online /Cleanup-image /Restorehealth  
      • After DISM completes, run the SFC tool: sfc /scannow  
      • Restart your PC. 
    • Open [PowerShell] > [Run as an Administrator] > Press [Enter] after each command: `Get-AppxPackage Microsoft.SecHealthUI -AllUsers
