I am a currently enrolled college student trying to apply for Azure's free trial, but received the notification: "You're not eligible for an Azure free account."

If your school doesn't have a contract with Microsoft, you might be able to sign up using your GitHub account. If you haven't already, look into the Azure for Students offer via GitHub it might be a good alternative.
