This is not an error from Microsoft, but rather a scam website designed to trick users into calling a fake phone number. Your computer is not locked by Microsoft.
You can follow the steps below to keep your device safe:
Step 1: Immediately close the browser tab or window displaying the scam popup, or force-quit the browser using Task Manager (press Ctrl + Shift + Esc, find your browser such as Edge or Chrome, and select End Task).
Step 2: Restart your PC in Safe Mode:
Hold Shift for 5–10 seconds > click Power > Restart. After that, go to Troubleshoot > Advanced options > Startup Settings > Restart, and select option 4 or 5 to enter Safe Mode.
Step 3: Reset your browser: Go to Microsoft Edge > click on the three dots > Settings > Reset settings.
Note: Your computer is not actually disabled. Microsoft never locks devices in this way or uses such toll-free numbers.
