    This article may help:

    https://www.winhelponline.com/blog/restore-new-folder-entry-shellnew-windows-7/

Yes, it says "Windows 7" but the settings are still applicable to Windows 11.

    Or this:

Or you can do a repair via Windows Update (it will keep your apps and data):

Thanks for reaching out. Are you unable to create a new folder from both the desktop right click menu and File Explorer?

This issue often happens when Windows system files or context menu entries stop working. I recommend restarting File Explorer from Task Manager, then running sfc /scannow in an elevated Command Prompt to repair system files. If the option is still missing, test using a new local user account to see if the problem is linked to your profile. If the issue continues, an in place repair using the Windows Installation Media from the Microsoft website restores default settings without removing your files.

Provide more information about where you are trying to add a folder. I have Windows 11 Pro 25H2 with all updates and I have no problem creating new folders.

This is an example image from File Explorer>Documents. Use New>Folder.

Thanks for the update. Are you signed in to this PC with a standard account or an administrator account?

If the New Folder option is missing in both the right click menu and the File Explorer New menu, Windows usually points to a damaged folder registry entry. I recommend running sfc /scannow and DISM commands from an elevated Command Prompt to repair system components. Test in a new local user account to confirm if your profile is affected. If the option still does not return, the supported next step is an in place repair using the Windows Installation Media from the Microsoft site, which restores default context menu entries without removing personal files.

Thanks for confirming. Are you using any third-party context menu tools or security software that edits right click options?

If the issue continues even after an in-place repair, the next supported path is to contact Microsoft Support directly. Microsoft does not provide on-site repair for Windows itself, but you can request a remote support session through the official Contact Microsoft Support page. An agent can check system logs, registry entries, and account settings. If the device is from a manufacturer like Dell or HP, hardware warranty service comes from them, and they can also escalate Windows issues through their support channels.

I suggest starting with Microsoft Support so they can review your Windows installation and confirm the root cause. Here's the link: https://support.microsoft.com/en-us
