When you can receive incoming calls but cannot make outgoing calls in Microsoft Teams, it is typically due to configuration or permission issues such as missing Teams Phone license or Calling Plan, incorrect voice routing or dial plan, Enterprise Voice not enabled, outbound calling restrictions in policy settings, or connectivity problems with the Session Border Controller if using Direct Routing.
To assist you better, could you please confirm the following:
- Are you using a Microsoft Calling Plan or Direct Routing?
- Do you see the dial pad in Teams?
- Is there any error message when you try to make an outgoing call?
- Does this issue affect only your account or multiple users in your organization?
While waiting for your response, please ask your IT administrator to verify the following settings in the Microsoft Teams Admin Center for your account:
- Teams Phone license is assigned, and a telephone number + emergency location are configured (if using PSTN).
- Calling policy allows outbound calling (e.g., AllowPrivateCalling = True), and Coexistence mode isn’t blocking 1:1 calling.
- Navigation Teams policies then Calling policies.
- Select the calling policy that is applied to the user.
- Inside the policy look for Make private calls, set it to On to allow one to one outbound calling.

- Appropriate Voice routing policy is applied (Direct Routing/Operator Connect/Calling Plans) and the route for outbound numbers is valid.
- If using Direct Routing, the SBC is healthy (certificates, SIP options, firewall/ports) and not restricting outbound.
