If you are unable to make outgoing calls but can receive incoming ones, there could be several potential issues related to Direct Routing in Microsoft Teams. Here are some common causes and resolutions:

    1. Connection to the SBC: Ensure that your connection to the Session Border Controller (SBC) is established. If there is no connection, outgoing calls will not work.
    2. Caller ID Issues: If the caller ID is incorrectly configured, it may prevent outgoing calls from being completed. Check the From and P-Asserted-Identity headers in the SIP options message to ensure they are set correctly.
    3. User Permissions: Verify that the user has the necessary permissions to make outgoing calls. This may involve checking the settings in the Teams admin center.
    4. Dialing Rules: Ensure that the dialing rules are correctly configured for the user. This includes checking the UM IP gateway settings if applicable.
    5. Network Issues: Check for any network issues that might be affecting the ability to make calls, such as firewall settings or connectivity problems.

If these steps do not resolve the issue, you may need to consult with your IT administrator or refer to specific documentation for further troubleshooting steps.

    Hi @Mattis, Michael S

    Welcome to Microsoft Q&A forum.

Thank you for reaching out and sharing the details of your concern. I understand how important it is to have full calling functionality in Microsoft Teams, and I’m here to help you resolve this issue.

When you can receive incoming calls but cannot make outgoing calls in Microsoft Teams, it is typically due to configuration or permission issues such as missing Teams Phone license or Calling Plan, incorrect voice routing or dial plan, Enterprise Voice not enabled, outbound calling restrictions in policy settings, or connectivity problems with the Session Border Controller if using Direct Routing.

To assist you better, could you please confirm the following:

    • Are you using a Microsoft Calling Plan or Direct Routing?
    • Do you see the dial pad in Teams?
    • Is there any error message when you try to make an outgoing call?
    • Does this issue affect only your account or multiple users in your organization?

While waiting for your response, please ask your IT administrator to verify the following settings in the Microsoft Teams Admin Center for your account:

    • Teams Phone license is assigned, and a telephone number + emergency location are configured (if using PSTN).
    • Calling policy allows outbound calling (e.g., AllowPrivateCalling = True), and Coexistence mode isn’t blocking 1:1 calling.
    • Navigation Teams policies then Calling policies.
    • Select the calling policy that is applied to the user.
      • Inside the policy look for Make private calls, set it to On to allow one to one outbound calling.

    • Appropriate Voice routing policy is applied (Direct Routing/Operator Connect/Calling Plans) and the route for outbound numbers is valid.
    • If using Direct Routing, the SBC is healthy (certificates, SIP options, firewall/ports) and not restricting outbound.

For more detailed guidance, you can refer to Microsoft’s official documentation: Issues with outbound calls in Microsoft Teams

I hope this information is helpful. Please follow these steps and let me know if it works for you. If not, we can work together to resolve this.

Thank you for your patience and your understanding. If you have any questions or need further assistance, please feel free to share them in the comments on this post so I can continue to support you.

I look forward to continuing the conversation.
