Unable to renew App Service Domain for Static Web App: Subscription is not eligible to create an App Service Domain

I currently have a static web app with an App Service Domain that is about to expire. When I try to renew the domain I get an error: Subscription <subscription-id> is not eligible to create an App Service Domain.
My subscription plan type is Azure Plan with an active credit card.
The resources was setup last year where I was able to create the App Service Domain on the same subscription.
How can I fix this issue?
Things I have already explored:
- I'm using an Azure Plan under the MCA.
- I haven't updated billing information since creation. The current App Service Domain is created with the same billing information, and I'm currently billed on a monthly basis for other resources in the same subscription.
- I'm Owner on the Subscription.
- The domain is not expired, but I'm within the renewal window. Expiration is set for the 25th of December.
