Cannot create VM of any type. SkuNotAvailable westeurope

The error code received "Code: SkuNotAvailable" is quite generic and can vary from each subscription and the region you are trying to deploy Azure resources.
This error code is faced due to below 2 reasons:

1. When the resource SKU you've selected, such as VM size, isn't available for a location or zone for your subscription.
2. If the capacity is not available for the selected VM sizes in the selected region.

For #1,
you can use az vm list-skus, in a bit more elaborate way to find out if that SKU is allowed for your subscription in that region or not.
Example command:

az vm list-skus --location centralus --size Standard_D --all --output table

here:

• --location filters output by location.
• --size searches by a partial size name.
• --all shows all information and includes sizes that aren't available for the current subscription

With this command, you'll see something like below output:

ResourceType     Locations    Name               Zones    Restrictions
---------------  -----------  --------------     -------  --------------
virtualMachines  centralus    Standard_D1        1        None
virtualMachines  centralus    Standard_D11       1        None
virtualMachines  centralus    Standard_D11_v2    1,2,3    None

Solution for #1:

if a SKU isn't available for your subscription in a location or zone that meets your business needs, submit a SKU request to Azure Support.

Solution for #2, Here’s a short, casual rewrite in paragraph form:

If there’s a capacity crunch for that SKU in the region, you can either go with other available SKUs or wait until the capacity gets replenished.

For your selected VM sizes, it should be like below command :

az vm list-skus --location westeurope --size 
az vm list-skus --location westeurope --size 
az vm list-skus --location westeurope --size 
az vm list-skus --location westeurope --size Standard_E4s_v5 --all --output table
az vm list-skus --location westeurope --size 

Additionally I checked for my personal subscription I saw these skus are restricted for my subscription except for SKU Standard_L2s_v4
