why is "New Contact List" not available on Microsoft® Outlook for Mac Version 16.103.3?

The "New Contact List" feature is not available in Microsoft Outlook when connected to an Exchange ActiveSync (EAS) account. This limitation applies to various Outlook accounts, including those associated with @outlook.com, @hotmail.com, @live.com, and @msn.com email addresses. Therefore, if you are using Outlook for Mac Version 16.103.3 with an EAS account, the "New Contact List" option will be unavailable.

OUTLOOK version Version 16.83 (Build 24031120) for MAC:

Contact lists are now available in the People module. You can create contact lists and address your lists in emails. Note that this feature is being rolled out gradually and may not be immediately available.

Future potential: While there's no official confirmation from Microsoft, there's been speculation that support for creating and managing contact lists within the "New Outlook" for Mac might be added in future updates. Keep an eye out for any announcements or feature changes or " leave a feed back for Microsoft here

You should find the feature by going to File> New in the main menu bar. Note that the program must be in People mode in order to use the feature. If it isn't there you'll then need to provide more details.
