How I enable admin rules into my account ?

Hello I just created an account on azure with my app email address, so I can enable Microsoft OAuth 2 on my application and integrate PowerBI into it but I face rules issues, every time I want to add PowerBI I face this error

This occurs because Microsoft Fabric now includes Power BI, and until you enable them, a new Azure tenant has no access for Fabric.
To fix the issue,
- Assign user Microsoft Fabric license to access PowerBI.
- And contact your Global Admin to assign user Fabric Administrator role.
- And then "Enable Microsoft Fabric for the entire organization" in the Fabric Admin portal.
