If you have the 25-character recovery codes for the two-factor authentication (2FA), you can use them to reset your password.
However, if you do not have access to all of your verification methods and you also do not have the 25-character recovery codes, I'm afraid it is no longer possible to recover the account.
Please be advised that unless the account owner is able to access the account, subscription cancellation is not possible, and Microsoft personnel cannot retrieve this information.
If you are no longer able to recover your account, you will need to reach out directly to your bank/financial institution and request to freeze all charges from Microsoft.
You may also need to request a new payment method.
