Outlook account locked (missing phone number attached to 2FA)

My primary Microsoft account is locked due to too many miss-imputed passwords. Two factor authentication is enabled on my account but I have lost access the phone number currently connected to the account. I have a product key but I have learned that this is not a valid recovery code.

I am at a loss as to how to recover my account. I have lots of information showing the account is mine like old emails, previous passwords, account purchases, etc.

Any advice is appreciated there is a lot of data on my account which I need to recover.
