Based on the information you shared, I understand that the "Copy Link to Paragraph" feature in OneNote for Mac is no longer navigating to the exact location of the text. Instead, it only directs you to the page containing the paragraph (or does nothing if you are already on that page), which is causing issues with how you organize your notes.
In my test environment, this feature is still working normally when I create a new notebook. Therefore, please try the following two methods to help narrow down the issue:
Method 1: Test with a New Notebook
Please create a completely new notebook. Create some text, copy the link to a specific paragraph, and paste it elsewhere. Then, click the link to see if it automatically jumps to the specific text you selected, or if it still only takes you to the page containing that text.
Method 2: Roll back to the previous version
If the new notebook still encounters the same behavior, please try this step. Since my environment is running version 16.103.2 and the feature works normally, it is possible the issue is specific to the 16.103.3 update.
Please try uninstalling your current version of OneNote, and then download and install version 16.103.2 from the official update history link below:
