Besides the steps provided by Q&A Assist, you can permanently disable Hyper-V from the BIOS. Reboot your PC, enter UEFI/BIOS (usually F2, Del, F10), find the CPU/Advanced settings, locate "Virtualization Technology" (VT-x or AMD-V), set it to Disabled > Save and exit.

Please open Core isolation from Start menu, disable Memory integrity then reboot your computer. Your Hyper-V status should be disabled.

Even though Hyper-V looks disabled, your system still has Virtualization-Based Security enabled. When VBS is on, Windows continues to use Hyper-V in the background, which prevents apps that require Hyper-V to be fully disabled from working. This is why the app still doesn’t run.

Your computer BIOS configuration seems very limited. If the provided step by Lucas-V does not help, click Start and open Run > Type gpedit.msc and hit enter > Go to:

Computer Configuration > Administrative Templates > System > Device Guard > Set Turn On Virtualization Based Security to Disabled > Restart your computer to see if the issue is resolved.
