CU update on AVD keeps hanging at 9% and fails to install

I have several AVDs that refuse to update when I try to install the cumulative update. They will install and then when I reboot they will hang at 9% and then they will reboot again and then they will "oops, something went wrong" and then reverse the install.

I'm hearing that the AppX might be corrupt and the only way to fix it is through WinRE. Thoughts?
