    Please try this fix. Point the lock screen slideshow to a local folder that is available before sign-in, not to OneDrive online-only files.

    Create a folder on this PC, for example Pictures\LockScreenLocal, and copy a few JPG or PNG photos into it so they are truly stored locally. If your images live under OneDrive, make sure they are available offline. In File Explorer check the Status column. If you see a cloud icon on the folder or files, right click them and choose Always keep on this device.

    Open Settings. Go to Personalization > Lock screen. Set Personalize your lock screen to Slideshow. Select Add a folder and pick your local folder. Remove any other folders from the list so only that local folder remains.

    Optionally turn on Show the lock screen background picture on the sign-in screen if you want the slideshow to appear there too.
