LAN address pings and connects, data packets sent but not received

Hello

I am experiencing a LAN issue, where-as data packets are being sent, but not received or reported at its destination. (internet is disabled)
I am successful to connect and "ping" the destination device.
I am successful to scan and find the destination device IP in the software app using.
I am successful to send data output to destination device, however destination device does not respond to receiving, reacting or reporting the data sent.
Where would the fault be of the settings and/or setup??

    Your Ethernet 2 shows "No Internet access" which may have set it as Public network

    Public networks have stricter firewall rules

    Settings → Network & Internet → Ethernet → Change to "Private" network profile

    You may either temporarily disable Firewall or, open Windows Defender Firewall → Allow an app through firewall

    Ensure your control software is allowed on Private networks
