How to force unlinking of expired M365 Developer Tenant to resolve Eligibility Block (Error 41101)?

Dear Microsoft 365 Developer Program Support Team,

I am reaching out because my member account is currently blocked from obtaining a new E5 Developer Subscription due to an association with a suspended/expired Tenant and an unresolved administrative location conflict.

Details of My Situation:

  1. Blocked Member Account (Principal): Moderator note: personal info removed

Expired Developer Tenant (Old Sandbox): Moderator note: personal info removed

Original Tenant Setup Location: Moderator note: personal info removed

Current Member Location: Moderator note: personal info removed

Blocking Action and Error: Moderator note: personal info removed

The system indicates I am not eligible for a new subscription.

Attempts to log into the old Tenant often result in an access denial with Error Code: 41101, confirming the subscription is suspended/expired.

Crucial Actions Already Taken:

I gained temporary access to the Admin Center for the expired Tenant and have updated the internal Tenant settings (geolocation, language, time zone) from Mexico to Brazil to correct the location conflict.

My Request for Support:

Despite correcting the location within the Tenant, the administrative block on my member account persists. Since I cannot access the Developer Dashboard to delete the profile, I require administrative intervention.

I urgently request that an agent force the unlinking (disassociation) of my member account (starting with mspaiva...) from the expired Tenant (calangos...).

Additional Context: Attempts to submit this question via the Q&A platform and direct support tickets failed (due to technical/network errors). Furthermore, attempts to enroll for a new E5 subscription using a new email and new phone number also failed on my current machine, which suggests a deeper administrative or device ID block.

Please advise on how to proceed privately to share the full account details and complete this manual disassociation.

    First, I would like to clarify that I am a community moderator. I do not have access to the backend tools or specific systems used by the Microsoft 365 Developer Program team. Therefore, I cannot manually reset your profile. However, I can guide you toward the correct path based on this specific error code.

    -Could you please check if you can access the dashboard using an Incognito/Private browser window? Sometimes browser caching can cause authentication loops.

    -Have you received any emails recently regarding the expiration or deletion of your previous developer subscription? If your previous subscription expired or was deleted, the system typically requires 60 to 90 days to fully clear the old profile data. During this period, you cannot use the same account to rejoin.

    If you need a sandbox environment immediately and cannot wait for the data retention period to clear: The most effective workaround is to use a completely new Microsoft account and new details (such as a different phone number) to register for the program from scratch.
