According to the official Azure DevOps documentation: The free grant of parallel jobs for public projects and for certain private projects in new organizations is temporarily disabled. However, you can request this grant by submitting a request. Existing organizations and projects aren't affected. It can take several business days to process your free tier requests. During certain time periods, processing times might be longer.

To check if the free grant is provisioned or not, browse to Organization settings > Pipelines > Parallel jobs in your Azure DevOps organization. Check the limits shown for Microsoft-hosted parallel jobs. If you see a number greater than 0, your grant may have been approved.

Confirm that your project qualifies for the free grant:

As per the documentation, you qualify for free-tier limits for public projects only if both conditions are met:

• Your pipeline is part of an Azure Pipelines public project.
• Your pipeline builds a public repository from GitHub or from the same public project in your Azure DevOps organization.

You can run your pipelines immediately by setting up your own agent (self-hosted). This lets you bypass the need for hosted parallelism.

• In Azure DevOps, navigate to Project Settings > Agent Pools and add a new agent.
• Download and configure the agent according to your operating system.
• Set your pipeline to use this self-hosted agent pool in your YAML configuration

2) Purchase Microsoft-hosted parallel jobs (if you need guaranteed capacity now)
