what are & can I delete files in c drive windows folder TEMP random letters numbersSIGNATURES files total 90GB on windows 7?

Is it safe to delete these tempgobblygoo-signatures files in c drive under windows? what if they wont delete? would a virus checker do it for me? i cant afford a new computer, this is windows 7 bought 2011 - 1Tb (huge at the time). My photos music etc…
