Recent updates to Media Foundation documentation

Recent updates to the Media Foundation documentation: 

• I added a topic on DXVA 2.0 Video Processing (https://msdn2.microsoft.com/en-us/library/cc307964(VS.85).aspx).
• We have been expanding the section on the low-level ASF helper objects, particularly the ASF Splitter: See ASF Support in Media Foundation (https://msdn2.microsoft.com/en-us/library/bb530119(VS.85).aspx)

1. Why .NET installs EVR.dll on XP?
2. Whether it can be used on XP?
3. If it can be used on XP with the benefits (no video tearing etc)
4. Whether it is backward compatible with DXVA 1.0 or it is Vista exclusive and works only with DXVA 2.0?

  The EVR filter is not officially supported on Windows XP.
