To publish your games in the Xbox ecosystem, you're required to register with the ID@Xbox program. Then, you'll submit your games for concept approval so they can be published on our game platforms.

Prepare a new Personal Microsoft Account (MSA)
Create a fresh Personal Microsoft Account (MSA) that isn’t associated with any Xbox console, Windows device, or Microsoft Store service. This keeps your publishing credentials separate from anyone’s personal Xbox or Windows login.
Visit the Microsoft accounts page and follow the prompts to create a new account. You might need to do this in a private browsing session if you're currently signed in with an existing Microsoft account. We recommend enabling two-factor authentication as soon as you create the account.
Visit the Xbox Developer Program sign up page
Navigate to the Xbox Developer Programs website. Select ID@Xbox and click Apply Now.
This redirects you to the program selection page. You’ll be prompted to sign in with your new MSA if you haven't already. After your login is authenticated, verify that the welcome banner shows the correct account information. If it's incorrect, click the Switch Account button to sign in with the correct account.
The final step is to click the Select ID@Xbox button at the top of the program selection list.
Fill out the forms and sign the NDA
First, check the top to ensure you're in the correct program. It should display ID@Xbox.
Click the Get Started button next to Contact Details to start the registration process. After you complete the form, click Save & Next. Then, fill out the required studio information.
When you're finished, click the Submit Introduction button.
After you complete these steps, you'll receive an email with our mutual Non-Disclosure Agreement (NDA). The message is typically received within 20 minutes but could take up to 3 business days.
After you've completed the initial registration, you won't need to repeat these steps.
You are now ready to submit your game concept.
Submit your game concept
It’s time to submit your studio’s game concept to Xbox. Before you can sell a game on our platforms, we must review the concept to ensure it aligns with our policies and standards before proceeding to full development and publishing.
To do this, select New Application under Game Concepts and fill out the required information. While you don't need to complete every field, we recommend providing as much information as possible to help us make the best decision. Tooltips on the form offer additional guidance for individual fields.
After you’ve filled out the form, click Submit Application. This starts the Trust & Safety process which typically takes between 10 to 15 business days.
You'll repeat this process for every game concept you submit.
Monitor your inbox for our decision
If your game concept is approved, you’ll be asked to sign the following:
- Title Licensing Agreement (TLA) that covers publishing rights
- GDK Agreement which grants access to our developer tools for publishing your game
If a concept isn't approved, you can resubmit when the build materially changes.
Multiple game concepts can be submitted simultaneously and at various stages. You're welcome to submit any additional game concepts that are ready for review.
