This error occurs when the ClearQuest converter is unable to connect to Team Foundation Server.
To correct this error
Verify that Team Foundation Server is operating correctly and that it is available. Make sure that there are no network problems and that you can connect successfully through Team Explorer.
Verify that the account you are using to run the converter has appropriate permissions on Team Foundation Server. For more information, see Team Foundation Server Permissions.
