	AddSectionChangeHandler	Adds a handler to be called when changes to section `sectionName` are detected. This call should always be followed by a RemoveSectionChangeHandler(String, ConfigurationChangedEventHandler). Failure to remove change handlers will result in .Net resource leaks.
