Truncates a non-Unicode string to the specified length.

  Code page to use for the conversion.

• addressOfString
  Pointer to the string to truncate.

• lengthOfString
  Length of the new, truncated string.

An integer value that indicates whether the truncation produced a shorter string or a string of the same length.
