Parameters
- hBufferType
The ID of the registered IDTSBuffer100 type.
- pOwner
The IDTSComponentMetaData100 of the component that owns the new IDTSBuffer100.

The newly created IDTSBuffer100 object.
Remarks
This method creates a new IDTSBuffer100 based on the buffer definition defined by the hBufferType parameter.
