OEMDisablePDEV function (printoem.h)

This function is obsolete for Windows XP and later. It is supported only for earlier plug-ins.

Use IPrintOemPS::DisablePDEV (Pscript) or IPrintOemUni::DisablePDEV (Unidrv) instead.
