can not create Shopping campaign or Product ad campaign

I am following this instruction (https://help.bingads.microsoft.com/#apex/3/en/51060/1) to create my first shopping campaign, but I just can not find "shopping campaign"

My stored has been approved, I data feed 9 records, 8 are active and 1 is still pending. The work flow is Campaigns->Create Campaign, I got "What's the goal of this campaign?" and "Research & other tools", THERE IS NO "shopping campaign" or  "Product ad campaign" option.

Am I missing something, please help out.

    Without putting out your personal information - May I ask what country you are located in? Shopping is not yet available Globally.

    Product ads are only available in the United States for PCs, tablets, and smartphones, and in the United Kingdom and Australia for PCs and tablets.

    Hi Tony,

    Definitely please contact support for options. If the account was created in Canada it was likely not opted into Shopping as they are not yet released in Canada. A new US account may need to be created if you have a store in US. We are looking to release in Canada very soon, please keep your eye on the blogs for more details!
