Windows 10 Pro digital license problem with reactivation. I've deleted desktop from my microsoft account. Deleted digital license via cmd slmgr /upi and slmgr/cpky

And cant activate on the new one. Troubleshooting also doesnt work. Servers are nor responding.

Alexander Khrgian, it's clear to me now from the screenshot and error code 0xC004F014 on the old machine. It confirms exactly what has happened: the old machine is not "freeing up" the license; it is simply stripped of its credentials.

In the Windows licensing architecture, a license being "not activated" on one machine does not automatically make it "transferable" to another. Transferability is defined by the License Channel (OEM/GGK vs. Retail), not by its current activation status. Your GGK license is legally and cryptographically bound to the Unique Hardware ID (UHID) of the old motherboard. By running slmgr /upk on the old machine, you didn't "detach" the license rights to make them portable; you simply deleted the local key from the registry, leaving the old OS in an unlicensed state (hence error 0xC004F014, which translates to "Product key not available").

The error on your new computer (0xC004E016) indicates that the Software Licensing Service sees the key format but rejects it for the installed OS edition or channel. This is the system's way of enforcing the OEM restriction. Because the key is a Windows 8.1 Pro GGK (OEM) key, the activation servers recognize it is being input into a Windows 10 environment on a different hardware hash than where it originated. The server rejects the handshake immediately because the "Down-Level" rights (using an 8.1 key for 10) for OEM keys are only valid on the original hardware.

You saod the old computer now also says "Invalid Product Key." This is likely because the digital entitlement was deleted from your MS Account cloud dashboard. However, since the hardware hasn't changed on the old PC, you can likely restore its activation by running slmgr /ipk <YOUR-25-DIGIT-KEY> on the old machine. It should re-associate with the hardware hash.

Try phone activation again, get the 54-digit Installation ID (displayed in 9 groups of 6) from the Administrator Command Prompt (slmgr /dti)

Then visit https://support.microsoft.com/en-us/windows/product-activation-for-windows-online-support-telephone-numbers-35f6a805-1259-88b4-f5e9-b52cccef91a0 and try to find your country's number. If Montenegro is not listed, choose Serbia or a neighboring country. The number for Serbia is +381 11 60 60 737 (this may also work for Montenegro), hopefully. Call it. The system is fully automated. Follow the voice prompts. You will be asked to: Select your language and enter the Installation ID using your phone's keypad. After validation, the system will recite a 48-digit Confirmation ID (8 groups of 6). Write it down carefully. You may request a repeat if needed. Then apply the Confirmation ID on the New Computer.

However, considering every method we've done and failed, sometimes, server-side license disassociation can take up to 24 hours to propagate. So, let's wait a day and then try the "I changed hardware" troubleshooter again. But phone activation is immediate and recommended. Anyway, you have been thorough and patient throughout this process. The number above is a suggestion, you have to try to find the number in your location in the site. Then use the slmgr command in an Administrator Command Prompt on the new computer.

Press Win + X and select Windows Terminal (Admin) or Command Prompt (Admin).

Enter the Confirmation ID using this command:

slmgr /atp XXXXXX-XXXXXX-XXXXXX-XXXXXX-XXXXXX-XXXXXX-XXXXXX-XXXXXX

Replace the Xs with the 48-digit Confirmation ID you received from the phone system. Enter it exactly as given, including the hyphens.

Immediately activate Windows:

slmgr /ato

Verify activation:

slmgr /xpr

If successful, this will display: "The machine is permanently activated

This is info from the link. They suggest to get a number from a slui 4 command. It gives nothing on my computer

Sometimes slui 4 (phone activation) doesn't appear because Windows is "stuck" on an old key. Forcing it to accept the key again can sometimes trigger the activation or the phone menu.

Press Windows Key + R.

Type the following command and hit Enter:

slui 3

A window requesting your Product Key should appear. Enter your 25-character product key. Click Next. If it activates: Great, you are done! If it fails: It may now offer you the "Activate by Phone" button explicitly. Click that if it appears.

ш don't know ig it changes anything. ive found an envelope with 25 digit code that ive bought and used to activate windows 10 pro on the old computer - the code was from windows pro GGK 8.1 x 64

You should immediately attempt to input that 25-digit Windows 8.1 key into the new system. You can do this by navigating to Settings > Update & Security > Activation > Change Product Key, or by running an elevated Command Prompt and executing slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX (replacing the X's with your key). This forces a query to the activation server using the raw underlying credential rather than the cloud-based digital entitlement.

You must be prepared for the high probability that the server will return error code 0xC004C008 (Product key is already in use) after entering this key. If this specific error occurs, it confirms the activation server is correctly enforcing the GGK/OEM restriction, meaning the license technically died with the old motherboard and cannot be legally or technically transferred. If the server accepts it, it is a fortunate exception where the hardware tolerance has not been exceeded; however, if it rejects it with that specific error, the only resolution to activate this new hardware is the purchase of a new Windows 10/11 Pro Retail license....

also i've restarted my old computer. it still yells me about invalid product key. it is not activated (error 0xC004F014) so i suppose the licence is free
